The history of the Belle Isle site predates Oklahoma statehood by a hair. In 1907 the Oklahoma Railway Company, led by president Anton Classen and vice president John W. Shartel, built Belle Isle Lake and an adjacent power plant to supply electricity for their streetcar lines. Because the plant produced more power than the streetcars consumed, the company followed a national trolley-park trend and opened Belle Isle Park in 1908 at the end of the streetcar line, then well beyond Oklahoma City's developed edge.
For the next two decades Belle Isle Park was one of central Oklahoma's premier leisure destinations, with swimming, paddleboats, fishing, a beer garden, a dance pavilion, a carousel, and thrill rides added through the 1920s. Oklahoma Gas and Electric purchased the property in 1928, closed the amusement park, and over the following years dismantled the rides.
OG&E built a new Belle Isle Power Plant on the site around 1930. The plant operated as a primary generating facility through the 1960s and then as a standby plant until 1980. After being decommissioned, the brick power-plant building stood vacant for nearly two decades. In January 1999 the structure was demolished and the lake bed and surrounding land were redeveloped as Belle Isle Station, an open-air shopping center anchored by big-box and chain retailers at the northwest corner of Classen Boulevard and Interstate 44.

According to 'Haunted Oklahoma City' by Jeff Provine and Tanya McCoy, and a feature in Experience OKC, construction crews redeveloping the former power-plant property in the late 1990s reported malfunctioning equipment, sudden blasts of cold air, and a misty figure passing through the work site. After the shopping center opened, tenants periodically described shop-floor objects flying from shelves overnight, captured on security cameras, and shoppers have reported sudden cold spots between storefronts.
Local paranormal investigators connect the activity to the layered history of the site. Provine and McCoy reference fatal accidents from the amusement-park era and the power-plant period; the Random Times feature similarly references unconfirmed visitor and worker fatalities across the site's history. None of these earlier deaths is independently corroborated by a single primary source, so this part of the narrative is folklore-grade.
A Random Times feature mentions the ghost of a young girl moving past the windows of the former power plant in the years before its demolition in January 1999.
The site's status as an active, family-friendly retail center means most paranormal experience is reported as ambient (cold spots, off-camera movement) rather than dramatic.
