The Massillon Public Library's 1937 building was among the civic construction projects completed under the Works Progress Administration during the Depression. The site on Lincoln Way East had previously been the location of the Duncan/Baldwin family home, an earlier residential property that was either incorporated into the new structure or demolished to make way for it. The architectural design followed WPA-era conventions for public buildings: solid masonry construction, classical detailing, and interior spaces scaled for decades of community use.
The library's collections and programming have made it a cultural institution in Stark County throughout its history. The building itself has accumulated the institutional memory that comes with nearly a century of continuous operation in a single community—staff turnover, renovations, and the slow accumulation of local history both in its collections and in its walls.
By the 2020s the library had formalized the paranormal interest that had circulated informally among staff and patrons for years: the City of Massillon and the library system began hosting official Haunted Library Tours. These programs blend local history with accounts of unexplained activity reported in staff-only areas of the stacks, areas that the public does not routinely access.
