John Jacob Astor's American Fur Company operated out of Green Bay in the early 19th century, establishing the financial infrastructure that helped transform the Fox River settlement into a viable American town. The Astor neighborhood that developed on the south side of the city took its name from this commercial legacy. The land at 637 S. Monroe Avenue sits within that historic district.
The house itself was constructed in 1888, more than fifty years after Astor's active involvement in the region. By that point Green Bay had transitioned from fur-trading post to an industrial and agricultural center, and the Victorian-era homes being built along Monroe Avenue reflected the aspirations of a prospering professional class. Dr. Julius Bellin, a physician who lived and practiced in Green Bay, came to own the property, and his name has attached to the building's paranormal history.
The property now operates as a bed-and-breakfast, one of the few operating overnight accommodations in Green Bay's historic district. The building's Victorian architecture — period woodwork, original staircases, and parlor rooms — has been maintained through the conversion. Green Bay travel media have included Astor House on lists of the city's most notable paranormal sites.

Dr. Julius Bellin's apparition is the more documented — described as appearing in the parlor area in the early morning hours, visible briefly before disappearing. Multiple guests have reported the sighting independently, though with varying degrees of detail.
A second figure — a woman in period dress — has reportedly been observed at an upstairs window by people on the street, in a pose described as gazing outward. Whether the window-figure is the same entity as the parlor apparition or a separate one is unresolved in local accounts.
Ancillary reports include cold spots in certain hallways and rooms, and disembodied footsteps on the upper floors heard by guests when no one else is present. US Ghost Adventures has included Astor House as a stop on their Green Bay ghost tour route, which reflects the property's standing in the regional paranormal community even if the tour operator's attributions are not independently sourced.
