In the late 19th and early 20th centuries, when horse-drawn hearses and carriages were the standard for transporting the deceased, the structure functioned as a public morgue. The facility was engineered to accommodate the logistical demands of the era, featuring a substantial basement level with a large elevator mechanism designed to lower and raise horse-drawn vehicles carrying caskets and bodies.

The basement infrastructure was remarkable for its time—the elevator was constructed large enough to accommodate not just the casket or body, but the entire horse-drawn carriage or hearse. This allowed mortuary staff to move vehicles from street level down to the preparation and storage areas in the basement, a necessary feature for a functioning 19th-century mortuary facility.
