Est. 1880 · Illinois State University's first purpose-built library · Associated with Angie Milner, ISU's first librarian · One of ISU's oldest surviving nineteenth-century buildings
Illinois State University, founded in 1857 as Illinois State Normal University, built Williams Hall in the latter decades of the nineteenth century to house what was then the institution's first dedicated library facility. The building's construction represented a significant investment in academic infrastructure for the then-normal school, which had been training teachers for the state's public school system since its founding.
Angie Milner served as ISU's first librarian, dedicating her professional career to organizing and expanding the collection housed in Williams Hall. Milner's tenure at the university made her one of its most enduring institutional figures — her name and work are documented in ISU's own historical materials. She spent decades in the building and died while still connected to the institution.
After the library outgrew Williams Hall and moved to larger facilities, the building was repurposed for other university functions. It remains standing on the central campus, one of the few nineteenth-century structures still extant at ISU, and has been recognized in university historical documentation as a heritage building.
The building's history and Milner's devotion to her work have made it the most commonly cited haunted location in ISU folklore, a reputation that eventually drew media attention including a segment on The Discovery Channel.

Audio anomaliesUnexplained voicesPresence on upper floor
The haunting tradition at Williams Hall centers on Angie Milner, who served as ISU's first librarian and devoted her career to the building and its collection. The accounts, documented by The Daily Vidette — ISU's student newspaper — describe Milner as a figure who never truly left the institution she served.
According to the Vidette's reporting, paranormal investigators who gained access to Williams Hall activated equipment on the building's upper floor and captured an audio recording that appeared to contain the words 'Love you.' The investigators attributed this to Milner's presence. The case attracted national attention and was featured in a segment on The Discovery Channel, lending the Williams Hall haunting more mainstream documentation than most campus ghost stories receive.
The accounts describe activity concentrated on the upper floor — the area Milner reportedly frequented most during her tenure — with the audio capture being the most specific and frequently cited piece of evidence. LocalWiki Bloomington corroborates Williams Hall's standing as a named haunted site in the ISU community.
