Joseph Shipley, a Wilmington native who had spent decades as a partner in the Liverpool merchant bank Brown, Shipley & Co., commissioned Rockwood as a retirement home in the early 1850s. The mansion was completed in 1854, modeled on his English country estate of the same name and rendered in the Rural Gothic Revival style then fashionable for English country houses transplanted to the American gentry landscape.
The estate originally encompassed roughly 200 acres above the Brandywine. The surviving 72-acre core preserves the mansion and conservatory, the Porter's Lodge at the original carriage entrance, the Gardener's Cottage, and a Barn and Carriage House now used for events. Interior detailing reflects the conservative, English-influenced taste of the Shipley family rather than the rococo opulence common to comparable American mansions of the period.
The Shipley family retained ownership for several generations. The property was eventually acquired by New Castle County and opened as a public museum and park. Current programming includes daytime mansion tours, school groups, an annual Goth Ball, and a slate of after-hours paranormal investigations.
In 2020, the production team for SyFy's Ghost Hunters chose Rockwood for the series finale, Episode 13 "Manor of Mystery," closing out the show's 11-year run.

Rockwood's paranormal reputation appears to have crystallized after the property opened to the public. Staff and visitors report footsteps on the upper floors, knocking on closed doors, whistling, and disembodied conversation heard in unoccupied rooms. The county has formalized this lore into a regular Paranormal Experience program rather than dismissing it.
Groups that have investigated the mansion include the East Coast Spirit Chasers and SyFy's Ghost Hunters, which selected Rockwood as the location for its final episode after eleven seasons. The show's Episode 13, titled "Manor of Mystery," aired as the series finale and gave the mansion a national profile.
The county-run paranormal program runs participants through a sequence rarely available at private historic homes. Investigations begin in the unfinished attic, descend through the main floors, and conclude in the decayed basement. Organizers stress equipment training and observational discipline rather than theatrics, an approach distinct from the seasonal scare attractions common at comparably sized properties.
